The touted £48m fee is not nearly enough for City to even consider selling him and the Premier League champions are currently unwilling to accept any offers.
Silva herself spoke out about his future, but left the door open to a possible move.
Former Chelsea defender and host of The Sports Bar Jason Cundy believes City cannot afford to let the 27-year-old go, especially as they have already sold Gabriel Jesus and Raheem Sterling this summer.

“They have a history and Pep recently came out and said a month ago that he didn’t know if Bernardo would be a player of his.
“Looked like he was going to leave around this time last year. I’m not sure they can afford to let another go.
“If you’re Liverpool watching this, it just weakens their… [City’s] plow.”
Cundy also had doubts about Jack Grealish and the pressure that would be put on the £100m man.
He added: “The season is such a long season. We’ve seen City stumble in the crucial stage of the Champions League. That’s where squad depth comes in and you need all hands on the pump.
“I’d be surprised if they let him go. I’d be surprised if they decide to let him go.
“They have invested £100m in Jack, we know how brilliant he can be. Life can be tough at City.
“It’s a tough place to go with the expectation levels. He had to learn it differently under Pep.
“I have no doubt that he will be a success.
“But parts of last season Bernardo Silva were unplayable.”
